Economic Development Progress Report
Overview
Economic development efforts in Oxford have moved steadily forward despite the national financial crisis last year and the related decline in the overall economy. Vacancy rates for existing flex space buildings remain low and several buildings have changed hands after only short periods of market exposure.

Interest in Oxford remains strong due to reasonable land and floor space costs, a consistently low tax rate and the Town’s reputation for providing predictable and efficient regulatory processes that respect developers and investors and ensure timely project development.

Marketing efforts have resulted in the sale of several shovel ready parcels and new building starts. Unfortunately, several previously approved projects have been delayed pending recovery of credit markets and the overall economy.

Infrastructure Extensions
The Route 67 sewer and waterline has been extended from Great Hill Road to West Street and a new pump station installed at 100 Oxford Road. A dedicated turning lane is being added to Great Hill Road to improve traffic flow on to Route 67.

Oxford’s New Commercial Center
Sultan Group, has proposed a new four building medical and commercial center at 110 Oxford Road. The campus will consist of two commercial/professional buildings, a full service medical building and a day care center. Preliminary site plan reviews are being completed. Inland Wetland/Planning & Zoning applications are expected in September.

Village Retail continues its search for a food store anchor for the property adjacent to the Tommy K’s Plaza. A difficult credit market has been causing prospects to suspend new site development.

Industrial Park Development
The Fox Hollow Industrial Park has two new operational buildings hosting Earthworks Excavating & Landscaping and B United International. B United distributes imported beer, wine, sake and mead. Three projects are being delayed by the uncertain economic environment.

Three lots have been sold in the Woodruff Hill Industrial Park and site plans have been approved for Cast Global, Kovacs Construction and Claris Construction. Cast Global has started construction of their new building and Kovac recently received IWC/P&Z approvals.

The start of the Claris project is tied to the completion of an environmental study scheduled to complete in December of 2009. When complete, both the airport facility and the Lot 10 site work will provide a positive boost to the local economy by employing 200+ construction workers. When complete, the new airport facility will provide Oxford with 250-300 new aviation services job.

A new distribution facility is planned for Lot 8 in the Morse Industrial Park. The property is under contract pending IWC/P&Z approvals for a new 27,000sf building.

Current status of the contract is summarized as follows:
1) $10,000 non-refundable deposit in the general fund;
2) $90,000 non-refundable deposit resides in an interest bearing bank account pending P&Z approval of an excavation permit to remove 293,000 cubic yards of rock from the site.
3) Claris paid $6,150 in P&Z/IWC fees to process the site plan application for an 85,000sf building
4) $29,300 due for an excavation permit when Keystone Aviation and Claris sign a contract for the hangar facility as stipulated in Schedule B, Paragraph 6 of the contract.
5) Bonds will be collected at the preconstruction meeting.

Since July, 2008, state government departmental issues have prevented this project from starting, however, these issues have been worked out and an environmental study is currently underway and scheduled to complete by December 30, 2009.

The Town expects this project to start early next year employing 200+ construction workers for 14 months. In addition to the new flex space building planned for Lot 10, the new airport facility will create an additional 250-300 highly paid aviation positions at the airport.
