Economic development efforts in Oxford have moved steadily forward despite the national financial crisis of 2008 and the related decline in the overall economy. Vacancy rates for existing flex space buildings remain low and several buildings have changed hands after only short periods of market exposure.

Interest in Oxford remains strong due to reasonable land and floor space costs, a consistently low tax rate and the town’s reputation for providing predictable and efficient regulatory processes that respect developers and investors and ensure timely project development.

Marketing efforts have resulted in the sale of several shovel ready parcels and new building starts. Unfortunately, three previously approved site plans have been returned to the market due to changing business conditions. New building starts and new projects are shown in the attached presentation.

Economic Development continues to pursue subdivision opportunities in the industrial area surrounding the Oxford Airport and commercial development in the commercial zones south of West Street.

Oxford’s business friendly regulatory processes have made us the fastest growing town in the region.

Since January, 2005 the dedicated efforts of the economic development team, combined with the support and cooperation of the Inland Wetland, Planning & Zoning Commissions and Town Hall Departments, have approved three new industrial subdivisions and 44 new industrial and commercial site plans. The town realized $3.8 million in town owned land sales which were reinvested to subdivide major parcels and extend utility infrastructure.

Cooperation and support from all town departments makes it possible to expeditiously process new applications, issue permits and effectively monitor development activities.

In fiscal year 2010-2011, economic development efforts added $40.2 million to the Industrial Grand List. Since 2005, completed economic development projects, new sub-divisions and new taxable personal property added $110 million to the industrial grand list. That represents a 97% improvement effectively doubling the Industrial Grand List since fiscal year 2006-07.

In fiscal year 2011-12 the Industrial Grand List will contribute $5.3 million or 16% of the total town tax revenue. That's up from $2.1 million or 8.9% in fiscal year 2006-07.

Without the town's robust industrial grand list, the current year mill rate of 23.21 mills would have to be increased by 3.79 mills to 27.5 mills for all residential properties to cover the $32 million town total town budget.

THEREFORE, a home assessed at $250,000 would pay an additional $947 dollars in taxes in fiscal year 2011-12.
